Being in Canada, these were the specific brands and colours I was able to find and use for my project:
Pink = Loops & Threads, Impeccable, Orchid Pink, Medium (4)
Blue = Loops & Threads, Soft & Shiny, Icy Blue, Medium (4)
White = Loops & Threads, Impeccable, White, Medium (4)
Hook size: 3.50 mm or 3.75 mm
I used a 3.75 mm hook, but it’s always up to your own discretion. The best advice is to find the hook that is the closest in size to your yarn.

We will be working from the top of the hat down to the main head-body in continuous rounds.
I like to mark the stitch as I am completing my first stitch of each round which marks the stitch I can stop crocheting at.
Using blue yarn then pink yarn, and 3.75mm hook.
R1: mr 4 [4]
R2: inc x4 [8]
R3: sc x8 [8]
R4: (invdec, sc x2) x2 [6]
Fold pipe cleaner in half, place fold side inside.
R5: (invdec, sc) x2 [4]
Switch to pink yarn.
R6: sc x4 [4]
R7: (inc, sc) x2 [6]
R8: (inc, sc x2) x2 [8]
R9: (inc, sc x3) x2 [10]

Fold piece in half so you can work across both sides (4 loops)

Leave a really long tail, feed towards the back side for sewing later.
Using blue yarn and 3.75mm hook.
Make sure you are holding the piece with R4 at the top.

Hide tail in work as you go.
R2: ch, turn, hdc x2, sc, sl [4]
R3: ch, turn, sl, sc, hdc x2 [4]
Repeat R2 and R3 four more times until R11

Leave a long tail.
Weave tail down inner side of curve to tighten, bring curved end close to R1.
Using blue yarn and 3.75mm hook.
Make sure you are holding the piece with R4 at the top.

Hide tail in work as you go.
R2-3: ch, turn, hdc x4 [4]
R4: sl, hdc x2, sl [4]
Finish off and hide tail.
Using blue yarn and 3.75mm hook.

Leave a long tail for sewing.
Hold the body with the hat upwards, the bottom roundness is the face.
Align the hair in the center, there's about 4 visible rounds of the face from the center of the face to the middle hair bang.
Pin hair in place, bend the hair so it fits the head and lays flat with the "floor".
Sew in place when you are satisfied with the placement.
Pin the 2 feet under the head, pointing outwards.
There's about 5 visible rounds from the center of the face to the top of the feet.
Test the balance with the hair.
Sew in place when you are happy with the placement.
Pin the large circle on the top front left of the hat.
Pin the medium circle lower on the right side and less visible from the front.
Pin the small circle in the back in the center of the remaining hat space.
Sew all circles in place.
The technique used in this tutorial is the same I used for sewing the circles.
Use a piece of scrap black yarn to embroider a smile.
